It comes with one sponge applicator, but I recommend to use silicone pen: https://goo.gl/E1p6zs to apply the pigments.
Direction: Use sponge brush to apply the powder to your nail / resin piece when the surface is still a little sticky. Apply the powder in small circular motions and press it a little bit to your nail / resin piece at the end. Apply another layer of resin as coating once finished.
Tips: If your nail / resin piece is not sticky, apply one thin layer of this UV coating and use this UV torch for 1 second. Then you will have a little sticky surface to apply the holographic powder.
